      I would use Jeff's set up(his last picture). But you ll need to make a bushing to keep the hub off the hitch pin. Maybe 3/4 pvc and a nylon washer.......You don't want the wheel sliding all over the axle!

      Drilling that hole with a hand drill is not difficult. Use a good quality bit, Cutting Oil and low RPM.

        a washer between the wheel and the pin would be a cheap fix. Use a short piece of small PVC or some other tubing as a spacer between the pin and the side of the rim, with a washer on the wheel side.
